Clerk to the Council - Martin Dolton
Martin has been employed within the public sector and local authority environment since leaving school.
Using his experience gained as a senior manager, and the academic qualification (degree in local government) he achieved, he then became the administrator of a local Law Society, and an associate with a firm of solicitors specialising in Local Authority matters. Martin has also been an Associate Investigator for The Standards Board for England, a body that oversees and implements the Code of Conduct for councillors.
Martin says :-
“ I am truly delighted and honoured to serve the community of Portishead and North Weston via their elected Council Members. It has become obvious to me that the community are indeed fortunate to have such an active, committed, and energetic group of Council Members who have been supported by exceptional staff. There has been considerable media activity recently in relation to national issues of expenses and payments to central and other government elected representatives, and I am keen to ensure that the community of Portishead and North Weston are made aware and understand that their elected representatives on the Town Council are purely volunteers who devote considerable time, effort and energy to their service to the community, and receive no payment or remuneration with the only expenses being any mileage cost incurred in conducting their business.
The role of Clerk is varied and challenging, and includes serving the elected members by implementing the decisions of the Council, advising members on all legal and regulatory matters concerning Council business, advising on governance ethical and procedural matters, being responsible for all administrative matters, being responsible for all staff employed by the Council, and being the nominated Responsible Financial Officer of the Council ensuring correct and transparent financial management.
